(5) Procedure for Ordering a Visa Number from the DOS.
Visa numbers are requested by USCIS offices directly from the Visa Control Office of the DOS. The request is only to be made after:
The applicant has been interviewed and found to be eligible for AOS(or, for cases adjudicated at a service center, simply found to be eligible for AOS); and
The requestor has verified that the current VB indicates that a visa number is available for the country and classification involved, and that the current bulletin has not been superseded by an advisory from the Visa Control Office.
The DOS has guaranteed to USCIS that so long as the current visa bulletin and any superseding advisories indicate that a number is available, a number will be assigned.

Please call all of them. They asked me whether I was from district or particular organization, and I said I am not from the district but I am a member of Immigration Voice and they have taken down my message.
the person who took the phone asked where are you calling from? I think they care for calls only from the rep's distrcit? Also would verbal messages to any staff be sufficent? no fax?

As you already know there is no way you can check the status online. I would recommend calling customer service using alien #. I think there was an option to select when you don't have receipt number.

gc4me : Pardon me, but how is citizenship not a relevant issue to legal immigrants? If you're not worried about citizenship issues, then why are you even infesting this thread? Many people, including me, might be interested. And I have indeed contributed, although I don't see how that is any of your business and as long as this website isn't being hosted on your home computer, I don't see what gives you the right to ask it of anyone in a patronizing tone. It's simple really, if you're not interested in any issue, just stay away. No one needs your BS sarcasm or disapproval.
supplychainwallah : you seem to have pretty deep-rooted issues. I recommend you get some anger management counselling.
I totally second that. Saralayar has raised a very valid issue and its up to IV and core memebers to take it or not. Getting GC should not be the end of the story, we ought to think beyond that. had this GC process been consistant and FIFO, there would not have been any problem with the fact "citizenship after 5 years of GC". Now this GC thing is so screwed up, we might want to include citizen ship issue as well but definitely, at the very lowest priority.

If 50% of people from India have PD < 2005, all the more reason that EB3 would move forward!
nope, EB3 is a different story altogether: there is always a big demand for EB3. People graduate from colleges in India and come here on H1s, many of them dont have either a masters degree or 5 years of experience, so have no choice but to file in EB3. Many big companies take a conservative approach with the position that has been advertised, and if it is a "junior" level position insist on EB3 (even if the person filing was eligible for EB2). Strictly speaking thats correct, as its the position that determines EB level, not just the person.
Its people with US Masters, or who have done their BS <2002 who have a shot at EB2. That data was specifically for EB2 India PD distribution. That does not mean the EB3 India line is smaller or will move any faster. There are enough people in EB2 pipeline to keep USCIS busy and that category retrogressed (with current quotas)

Good work! on the efforts to end this immigration nightmare.
One quick suggestion: Use the video marketing on Youtube/Google to stress your message effectively. I feel the message is even more effective if some one speaks to you than typing a long reply on the thread.

Dont worry. If your LC still in BEC with old PD you are more luckier than the guys going to file 485 now. DOL commited to clear backlong by Sep 2007. Oct VB will come up with priority dates in stone age. If your PD is very old you will get GC with in 6 months. Filing 485 in July and Aug with very new PD will not bring them any fruit. They have to wait more years. 750K 485 and 750K EAD and 750K AP will result in choking the CIS system. They will feel the challange of renewal on time.
I am very conficent that USCIS is not going to process all 750K at a time. They will definitly modify the processing method, fom current practice. First, they can not schudle FP for all 750K applicants in available ASC centers. So, they will sort the 485 based on PD, and process tham based on PD and country and catagory wise. A guy with PD 2007, will not get FP notice very near to his PD become current.
so, you will be in better shape.
Well said....The reality of situation is the only benefit for people who are filing now is the ability to change jobs after 6 months. As far as GC is concerned, it wont become reality for at least 5 or more years for people with 06-07 priority date

Alright guys, I cannot tell you how excited I am to report that i got a call this morning from my attorney and my online case status also states that Card Production was ordered for my case!!!
After 8 long years.....i finally have been approved for permanent residency. After 7 years, i will finally, with peace of mind, go back to India to visit my family. Thanks to IV, everyone's help on these forums for helping me keep my sanity over the past 2 years....
After 15 years in the US, I will finally have my green card in hand soon.
-Nola
Congrats , Thanks for your contribution to IV community, Best Wishes

I thought visa numbers are available equally per quarter and DOS is prevented from releasing numbers early. How can they say that all the visa numbers have been used (or will be used by April end)?
Q1: Oct-Dec
Q2: Jan-Mar
Q3: Apr-Jun
Q4: Jul-Sep
I think July visa bulletin would bring some good news when numbers for the last quarter along with the spill-over (if any), are released. If USICS is not as efficient we may even see some good advancement. Don't loose hope guys!!

If dates remain current, I-485 will be processed based on receipt date
If dates retrogress (Likely to happen on July 3rd, July 15th, July 31st.....take your pick), then I-485 will be processed based on PD
I just received the following email from my attorney:
"We have just received notification that the State Department plans to issue
a revised Visa Bulletin for July 2007. We expect to receive this on Monday
or Tuesday. The revised bulletin would retrogress some or all of the
employment based categories, very likely to the point of unavailable. We
will keep you posted".
This is bad news and I have not even filed the 485 yet.

I had similar question, this bill has the most co-sponsors, and probably the most viable one as well. Why don't we urge the congressman support this bill???
Please include this bill on first page.
